In models of altered vascular permeability, CBD reduces the hyperpermeability of the BRB in diabetes and BBB hyperpermeability after LPS injection. Similarly, CBD ameliorates the negative effects of a high glucose environment on cell adhesion molecules and barrier function. Together, these data suggest that the cardiovascular system is indeed a valid therapeutic target for CBD.

This study that was done on mice, suggests that administration of CBD can significantly reduce the incidence of diabetes in non-obese diabetic mice. Their conclusion:
Our results indicate that CBD can inhibit and delay destructive insulitis and inflammatory Th1-associated cytokine production in NOD mice resulting in a decreased incidence of diabetes possibly through an immunomodulatory mechanism shifting the immune response from Th1 to Th2 dominance.
Now, seeing as this was done on rodents, you should take the results with a grain of salt.
In 2013, a study published in the American Journal of Medicine looked at the use of marijuana on fasting insulin, glucose, and insulin resistance. The study included 4657 adult men and women from the National Health and Nutrition Examination Survey.
Of the participants, some 600 were current users and nearly 2000 were past users. Current users of marijuana had 16% lower fasting insulin levels. Furthermore, marijuana use was associated with a smaller waist circumference.
Now, whether these effects of marijuana can be solely attributed to CBD is up for debate.
